Paralyzed Shooting Victim Suing City, Housing Authority

A Joliet man is suing the city and the Housing Authority of Joliet, blaming them for a gun attack that left him paralyzed.

A man claiming  he was left paralyzed by a gun attack in the Fairview Homes housing project is suing the city and the Housing Authority of Joliet.

The lawsuit filed on behalf of Michael Morgan said the city and housing authority "knew or should have known that Fairview Homes was the site of excessive crime and violence, creating a hazardous and dangerous condition for individuals on the property, near the property and passing by the property."

The lawsuit said Morgan was shot in September 2012 as he walked along Fairmont Avenue in the housing project in Joliet's Hill neighborhood.

The city and the housing authority "failed to warn of the dangerousness of the Fairview Homes," the lawsuit said, and also failed to keep the project reasonably safe or to prevent dangerous conditions.

Morgan's attorney, Brian Hetzer, said he wanted to consult with his partners before discussing the case or the gun attack on Morgan in greater detail.
